Since 2013, house purchase and rental prices have soared across Europe. With rents skyrocketing, rental supply shrinking and properties being diverted towards short-term holiday lets, the European Union has just adopted an affordable housing plan and appointed a housing commissioner to address the issue.

But since housing policy is a competence of member states, what is the EU actually doing – and what can it realistically do – on this front?

Our reporters travelled to Barcelona, one of the symbols of the housing crisis, to meet residents, many of whom are struggling to find adequate housing. They also visited local renovation and construction initiatives, partly funded by European money.
