He argues that the situation remains far from stable, despite recent developments suggesting potential diplomatic progress. Maritime security, especially in the current context, cannot be restored through force.
It requires a coordinated, multilateral framework that integrates political negotiation, economic considerations, and long-term institutional planning. Dr. Bueger highlights how current negotiations, from bilateral engagement with Iran, to United Nations initiatives, could lay the groundwork for a future governance regime. At the same time, he stresses the fragility of global shipping systems and the urgent humanitarian concerns facing seafarers caught in the Hormuz. Ultimately, Dr. Bueger calls for patience, realism, and forward-looking cooperation to sustainably reopen one of the world’s most critical maritime chokepoints.
