The unprecedented arrival of around 70,000 Moroccans into the Spanish border town of Ceuta has been dismissed by some Western media as a social media-driven phenomenon rather than a case of migration being weaponized by the North African monarchy. But behind the headlines and the chaos that left more than 70 people dead lies a complex geopolitical balancing act.
