The image, which Musk shared with his followers, read, “Your efforts transformed a bill that was heavy into a bill that was light! You are the media at this moment. VOX POPULI. VOX DEI.” The message, which draws inspiration from the Latin phrase “Voice of the People, Voice of God,” reflected Musk's ongoing criticism of government fiscal policies and his call for more meaningful reforms.
Musk's call for a legislative freeze
Earlier this week, Musk had made his position clear, urging lawmakers to halt legislative actions until after Donald Trump’s anticipated second term. He posted that “shutting down the government is preferable to enacting a poor bill,” further intensifying his stance. Musk emphasized that essential government operations could continue during a shutdown and pushed for no new legislation before Trump’s inauguration on January 20.
Key provisions in the approved bill
Despite Musk’s vocal discontent, the bill, which passed amid contentious negotiations, has stirred debate due to some of its provisions. The 118-page measure has notably removed some controversial clauses present in earlier drafts. Notably absent is any mention of raising the
debt ceiling
, a point on which Trump had called for focus during his next term. The bill also extends the expired farm bill initiatives until September, ensuring continued support for agriculture while giving lawmakers more time to tackle the larger issues.
One of the more controversial inclusions was a proposed cost-of-living increase for Congress members. The legislation raises their maximum salary from $174,000 to $180,600, prompting backlash from critics who argue that it’s a poor look given the broader fiscal concerns.
Additionally, a proposal to allow year-round sales of E15 blended gasoline—a win for biofuel supporters—was stripped from the bill, disappointing corn farmers and environmentalists alike.
White House backs the legislation
The Biden administration quickly endorsed the bill, framing it as essential to preventing a
government shutdown
and ensuring continued government operations. Press Secretary Karine Jean-Pierre pointed to the funding for disaster assistance as a crucial component of the measure, while also emphasizing the removal of tax-cut provisions that could benefit billionaires, aligning with the White House's policy priorities.
“The bill avoids a shutdown while securing resources for critical programs,” Jean-Pierre said, calling it a vital win for the American people.
Bipartisan fractures emerge
Despite the White House’s endorsement, the bill has not been universally embraced. House Appropriations Chairman Tom Cole called for

during the floor debate, stressing that the legislation was necessary to prevent a shutdown and deliver much-needed aid to disaster-stricken areas. “Governing by continuing resolution is never ideal,” Cole admitted, “but we cannot let the government grind to a halt.”
However, dissenting voices grew louder, particularly among some Democrats and Republicans. Representative Rosa DeLauro (D-CT) criticized the bill, accusing GOP negotiators of reneging on an earlier bipartisan agreement. She also took aim at Musk’s apparent influence on the legislative process, raising concerns about the blurred lines between private citizens and public officials in shaping policy.

While bipartisan talks had seemed to pave the way for a comprehensive financing plan earlier in the week, Trump’s intervention threw a wrench in the works. On Thursday, 38 Republican lawmakers voted against a GOP-only version of the bill that initially included a two-year suspension of the debt ceiling. This provision was ultimately removed from the final legislation.

Despite the pushback from both parties, House Speaker Mike Johnson remained firm in his efforts to push the bill through. After a closed-door meeting with fellow Republicans, Johnson declared the GOP unified on the matter, emphasizing the importance of avoiding a shutdown. “We will not have a government shutdown,” Johnson said, underscoring the bill’s provisions for disaster assistance, military spending, and continued federal payroll support.
Though no Democrats opposed the bill, the final vote saw 34 Republicans break ranks, signaling the ongoing divide within the party.
