Several rules are set to come into effect from June 2026 on the popular beaches of San Sebastián in Spain's stunning Basque Country. With its world-famous food scene, calm blue waters, and the highest concentration of Michelin-starred restaurants  per square meter in the world, and a stunning Old Town along with breathtaking viewpoints, San Sebastián welcomes millions of tourists each year. Between January and July 2025, a record 105,000 British visitors travelled to the autonomous community. 

The city council has now announced plans to implement a complete ban on smoking on the municipality's beaches, allow dogs on beaches throughout the year under specific conditions, and restrict loud music by regulating the use of loudspeakers and music devices. The regulations are expected to take effect by June 2026, just in time for the summer season.

The amendment to the Beach Use and Utilisation Ordinance aims to create "healthier, friendlier, and more environmentally respectful beaches," according to the San Sebastián/Donostia city council. 

According to Spanish marine research organisation AZTI, cigarette butts make up between 30% and 50% of beach litter in the province of Gipuzkoa, where San Sebastián is located.

Officials warned that a single discarded cigarette can contaminate up to 500 litres of seawater.

Íñigo García, councillor responsible for diversity, inclusion and the environment, also said: "This regulatory update responds to a clear social demand and seeks to improve coexistence, environmental quality, and collective well-being."

García added: "We want our beaches to continue to be a symbol of environmental quality and well-being for all the people of San Sebastian, and this will only be possible with collective involvement." 

Previously, such rules were only recommendations, but growing complaints from local residents and visitors have prompted stricter enforcement.

Dog owners will also have a new evening access window when dogs will be allowed on the beach between 9pm and midnight during the summer months. 

Until now, dogs were only permitted on the sand between September and May.

Before the new measures are finalised, residents and visitors are invited to share their feedback until November 7.
